1. Vehicle operators are prohibited from using a mobile phone or car phone while holding the receiver. This does not apply if the vehicle is stopped and the motor is turned off.

2. Drivers are not allowed to talk on their phones while driving on KMC installations without a hands-free device. The restriction reinforces local law, as utilizing a hands-free device with a cell phone is mandatory in Germany.

3. This restriction also applies to all government-owned vehicles at all times. No GOV drivers are permitted to talk on a cell phone while driving without a hands-free device on or off base.
