Issue:
I live in base housing and I would like to make you aware of the fact that many parents are not watching their children. There are children just old enough to walk up through mid-teens running unattended throwing trash on the ground and in stairwells. Some are out screaming and yelling well after midnight. They are running between cars with large sticks and items from the bulk trash areas. My vehicle was damaged recently from kids riding scooters near the cars. What is the curfew and how is it enforced?

The curfew rules for KMC housing areas apply to family members under the age of 18.
The rules state that children must not loiter outside after 11 p.m. and must be indoors from midnight to 6 a.m. every night unless they are accompanied by their parents.
However, special consideration is given to children who are returning from official youth functions.
You may report curfew violations to Security Forces, who will respond and detain juveniles until their parents retrieve them. Parents are held accountable for ensuring their children obey the curfew and all other housing rules.
In addition to curfew hours, the KMC enforces quiet rules as found in Chapter 4.2 Noise Abatement Regula-tions, KMC Instruction 32-6003:
4.2.1.1. From 10 p.m. to 7 a.m., activities are forbidden in areas that would disturb the nighttime peace of others. The same noise limitation applies between 1 and 3 p.m. in residential areas. Group gatherings, loudspeakers, inadequately muffled automobiles and motorcycles, and other type of noise that would disturb residents of Military Family Housing, are forbidden during these periods.
4.2.1.2. Making unnecessary noise with automobiles or motorcycles, such as racing engines or driving in low gear at high revolutions per minute, is prohibited. Loudly closing automobile doors, slamming apartment doors, window blinds (rolladens), and shutters are also prohibited, as is starting motorcycles or motor-assisted bicycles within the gates or inner courtyards of residence and apartment buildings.
4.2.1.7. Sponsors and family members living in MFH will ensure noise levels produced in their quarters are kept at a reasonable level. As a general rule, the noise generated should at no time be loud enough to disturb the peace of families in adjacent quarters.
4.2.3. Enforcement will be exercised by appropriate commander through the chain of command. Alleged violations will be investigated upon receipt of complaint.
