Can you put in the base newspaper what the rules and laws are for watching television and videos while driving on base? I know there is a law against driving and using a cell phone on base but I have seen on base lately some vehicles that have video screens in the sun visors, one in the spot where the radio goes and one below that. That is four video screens going at the same time in the view of the driver – very dangerous. I know it is OK to have them in the back seat so children can watch videos but then the driver cannot see them. Is it OK to have them in the front seat, on the visors and in the radio areas while driving on base?

Video devices are becoming a very popular option in vehicles, but should only be used for the convenience of back seat passengers. Paragraph 23 of the German Road Ordinance states that vehicle operators will not operate a motor vehicle while watching video devices or any other type of video electronic equipment specifically used for entertainment. It also states that if a person is involved in a traffic accident while watching video devices, they will be held liable for damages. The German Road Ordinance has been assimilated for use in enforcement of traffic supervision in the KMC. Insurance companies normally will not make any insurance payments if it is determined that an accident was caused due to the vehicle operator watching video devices. Vehicle operators must take into consideration that operating a motor vehicle while watching a video device is dangerous, and it violates German traffic laws. If this equipment is located in your vehicle, it should only be in view of passengers. Security forces are briefed on the importance of enforcing this law and citing violators.
