Army officer competes, wins AF quarterly award

***image1***She competed against 18 Air Force officers and won the 569th United States Forces Police Squadron and 435th Security Forces Group’s Company Grade Officer of the Quarter Award for the fourth quarter of 2003.

This is quite an achievement, but even more so for Army Capt. Elsa Bullard, provost marshal, 415th Base Support Battalion.

“I work with many professional and sharp Air Force officers,” said Captain Bullard, “and I’m honored that the commanders chose to give this award to their only Army officer.”

She is responsible for law enforcement policy for the 415th BSB. She provides the link between the 230th Military Police Company, 415th BSB and the 569th, which is essential because KMC’s law-enforcement shifts are comprised of Army and Air Force police officers.

“Her contributions in policy development are vital to our success because the Army MPs have different procedures and training requirements than the Air Force SPs,” said Maj. John O’Connor, 569th USFPS commander. “She’s a strong advocate for the Army and ensures we set local policy that coincides with Army requirements. She acts as our interface with local Army commanders and the U.S. Army Europe Office of the Provost Marshal. This greatly helps our relations with the various KMC Army units.”

Major O’Connor chose Captain Bullard above the other four officers in his squadron and nominated her for the 435th SFG level award.

During the fourth quarter, Captain Bullard rewrote the Memorandum of Agreement between KMC’s Air Force and Army law enforcement units. This was the first rewrite in 15 years, which was necessary due to the changed world situation and increased force protection measures.

Captain Bullard acquired and incorporated the first Mobile Vehicle Inspection System, a $2.2 million system, which enhances anti-terrorism and force protection in the KMC. She supervised the Drug Suppression Team, the sole Army agency working drug cases in the KMC. There were 17 arrests during the fourth quarter.

“I think it’s pretty cool that she won,” said Senior Airman Kevin Mahana, desk sergeant, Law Enforcement Desk, Vogelweh. “She’s helped us out when we’ve needed it.”
