BAUMHOLDER, Germany – Sgt. 1st Class Carlos Retana, equal opportunity advisor, 10th Army Air and Missile Command, emceed a Black History Month Observance that focused on the 15th Amendment to the United States Constitution on Smith Barracks, Germany Feb. 18.
