DOD implements NSPS: Ramstein civilians will transition soon

 

Highlights of the new NSPS

• Simplified pay banding structure
• Performance-based pay increases
• Improved performance management system
• More efficient, faster procedures for addressing disciplinary and performance problems, while protecting employee due process rights
• Efficient and more responsive hiring processes

The current “GS” system for civilian employees will be leaving soon. It will be replaced with the National Security Personnel System and the changes not only affect the civilian work force, but also military supervisors.

According to the 435th Mission Support Squadron civilian personnel office, it has been nearly 30 years since a change of this magnitude has occurred in civil service.

Human resources personnel at Ramstein strongly recommend that everyone prepare for the change through training to help reduce the effects of transitioning to the new system.

Most personnel at Ramstein will be converted by March 2007. “It is, therefore, very important that supervisors and civilian employees become educated on the changes it will bring in order to minimize anticipated confusion during the early implementation phases,” said Jennifer Rottinger, 435th MSS Civilian Personnel Office human resources specialist.

The general schedule system will be replaced by a pay band system under NSPS. Pay increases and promotions will become performance-based to improve efficiency and flexibility of the civil service system during this era of supporting national defense.

“The flexibility will allow us to hire the best and to hire them quicker,” said Ms. Rottinger.

The following is a list of mandatory training requirements that all employees and supervisors must attend. 

For GS/GM Employees:
• Change Management training classroom courses will be held Nov. 6, 7, 8, and 9 – 400 seats are available
• Skills training classroom courses will be held Nov. 6, 7, 8, and 9 – 325 seats are available

• NSPS HR Elements for managers, supervisors and employees will be held Oct. 20, Nov. 28, 29, 30 and Dec. 11
• NSPS Performance Management for employees will be held at a later date
For Supervisors:
• Change Management training classroom courses will be held Oct. 30 and 31 – 160 seats are available
• Interactive Supervisory Skills training classroom courses will be conducted by SAF/GCD and will be held at a later date

• NSPS HR Elements for managers, supervisors and employees will be held Oct. 20, Nov. 28, 29, 30 and Dec. 11
