The answer for more than 3,000 construction projects in the last 20 years is the Ramstein Simplified Acquisition of Base Engineering Requirements Construction Team.
The 86th Civil Engineer Squadron’s SABER construction team was established 20 years ago this month.
Since 1992, the team has built large and small construction projects throughout the KMC, including jet fuel systems for aircraft, bullet proof steel at the shooting range, foam fire fighting systems in the hangars, new transformers and water mains, storm water drainage, parking lots, entire buildings and small remodels, and a new chemistry classroom at the high school.
The SABER program’s intent is to provide a simplified approach to expedite the fulfillment of non-complex maintenance, repair, and construction requirements.
Generally, a SABER contract is awarded for a five-year period — one base year plus four option years. A single SABER contract can be valued anywhere from $1 million to $100 million.
The SABER contract in place here at Ramstein, which is managed by the 700th Contracting Squadron, is a multiple award construction contract valued at $275 million over the course of five years and has four contractors.
Our MACC contractors can perform complex projects and have the capability to do full design and build.
The 86th CES programs flight manages the SABER program with a team of nine local national and seven enlisted project
managers.
This team of 16 project managers oversees more than 400 large and small projects in different phases, from inception, through a design process, award to contractors, construction and all through the warranty period. In fiscal year 2012, the 86th CES SABER team had more than 200 construction projects valued at more than $35 million under construction, plus another 188 projects valued at $33 million awarded and ready to start construction. With some 400 active projects it is the biggest and busiest in the Air Force.
Some of the 200 projects built by SABER this year in service to the KMC include the Community Bank annex in the Vogelweh Commissary. This project relocated the Community Bank into a more accessible location to serve more customers.
They also built handicapped sidewalk ramps on various locations in the KMC to provide better transportation means to the disabled community. SABER also built new running trails to provide more running paths and keep KMC physically fit.
Moreover, they repaired the aging roof of the Ramstein North Chapel, making the
chapel ready for the rainy days.
The SABER team is also relentless in their pursuit to provide better facilities to families in KMC. They built new playgrounds, street lights and the dog park on Vogelweh, perfect for doing fun family activities and keeping the children active.
In addition, to support our young students, a new chemistry laboratory at the high school was also built.
SABER construction does not stop there — re-paving the roads outside the Ramstein West Gate, installing bullet proof steel at the shooting range, installing new transformers and water mains, providing better storm water drainage, building parking lots, newer and better traffic circles, new bathrooms in many buildings across the installation, and more.
The KMC can expect only the best from the SABER team.
