In accordance with federal law, Department of the Army civilians can be required to provide urine samples under the following circumstances:
• Applicant testing (pre-hire)
• Reasonable suspicion or probable cause testing
• Accident or unsafe practice
• Voluntary testing
• Follow-up testing
However, some DA civilians’ job functions require that they are monitored for alcohol and drug use due to the statement of work being highly specialized and having the potential to cause harm to others if they are under the influence.
These civilians are identified as being in a Test Designated Position. For DA civilians in a TDP, there is an additional requirement to provide random samples of urinalysis.
The TDP list to provide these samples is generated from an employment database for TDP positions. Positions that are typically in a TDP and may be required to provide a sample during a random test are as follows:
• Personnel Reliability Program positions
• Aviation/Pilots
• Serving as Army Substance Abuse
Program staff
• Required to have a commercial drivers license
• Authorized to carry firearms (other than law enforcement) or required to carry firearms due to law enforcement positions (police or guards)
• Certain health care positions
• Positions that require Top Secret Clearance
Trainings are currently being provided by the USAG-K ASAP to educate TDP civilians and their supervisors on the urinalysis process. The trainings are voluntary and will count toward the three hours of substance abuse training required fiscally.

The trainings are registered through CHRTS. In order to get credit for this training, all projected attendees must build a profile and register in the Civilian Human Resources Training Application. “How to” guides are provided as attachment #1 and #2 to assist in this process. Participants can register at www.atrrs.army.mil/channels/chrtas/default.asp.
It is requested that participants are registered no later than two weeks prior to the start date of the training session they will be attending.
